- Shifting away from upstream prevention and moving towards secondary/tertiary prevention. Political resistance will drive rising healthcare costs and continue pulling back of healthcare supports.

- Compounding known threats are harder to address because people only show up in the tertiary phase (i.e., they already have the disease, morbidity is evident, outbreaks are happening) - "putting band aids on wounds."

- Reactionary - PH has always strived to be proactive by focusing on upstream interventions...naming systems that'll impact racism and health outcomes. Wiped away the progress made through / immediately after pandemic.
