- Defining characteristics
- Shape of public: The question links back to where should the public health system have the ability to act. Acting on health collectively. Drive to have public health system , agrees to have the PH system anointed with the responsibility at the community level (federal/state/local). Institutional base: what's true in world when there is constant political upheaval. Mistrust in the public health government. No confidence in governmental PH, lack of large funding streams, increased expectation of individual accountability. Shared civic approach to public health. While there is mistrust in PH government, there is increased trust in 3rd sector (non profit).

- central theme: continued ascendancy of the individual (people/population/indiviudal centric) second theme: accountability shared civic public- shows us people's ability to invest in their communities. If we had stronger sense of shared community/public health we wouldn't need governments to intervene top down, it would be more bottom up
- The new normal
- People would demand services from public health infrastructure opposed to being recipients of services. People centricity would feel unusual in the absence of strongly funded PH programs. Sense of ownership of the resources that we put into our collective government that would help communities address issues.
- Broken assumption
- FLIP THE SCRIPT- top down no longer serves, we are looking for bottom up. Driving to solutions to act because we aren't looking for "we know what is best for you" any more. This calls on governance
Because federal public health has developed in this direction, direct participation in decision-making about health priorities and funding has become more common, which ultimately changes the nature of public health from top-down intervention to liberated decisions. Because decisions to act have developed, changing behaviours have become common. This enables our communities, which changes our approach to public health
